TAIPEI, Taiwan -- Consumers can refuse to give their personal identification data to KTV houses if t hey're asked to, according to the Cabinet-level Consumer Protection Commission (CPC). CPC officials said the KTV requirement is legally groundless, and therefore consumers can ignore the requirement....
