It gives pilfering new meaning

In the It's-Crazy-But-It-Probably-Happens-More-Often-Than-We-Think category, the Associated Press reports about a peculiar case of thievery in Wisconsin.

In the town of Fond du Lac, which is in the north-central part of the state, there is an item that keeps disappearing from the county government center. Toilet paper. Yes, that was toilet paper. Six rolls at a time, taken right out of the dispensers, evidently.      So is somebody that bad off? Planning a prank, the AP story wondered? "We don't buy the best toilet paper," Fond du Lac County Executive Allen Buechel commented. Yea, but still ...     This has been going on since June. What I've gotta wonder, though, is just where do you stuff six rolls of toilet paper? The rolls were taken from a men's bathroom, so the whole really-big-purse idea is out (though my own purse could probably handle the job!). Big duffle bag? Backpack? But hey, you go carrying a big duffle bag into a government building and then you just look like you're dropping some explosives or something. I dunno ...

Maybe the pilfer is stockpiling it in case of an "emergency".
